I don't know everything, but my understanding is that Akemi-san and Mikuni-san want to prevent Kaname-san from contracting for different reasons.

Akemi-san is trying to keep her out of danger. This doesn't specifically mean she can't contract, but anybody who's spoken to Kaname-san even once can tell she wouldn't contract and then just stay out of the way. She'd inevitably go into danger, and Akemi-san's experience is that eventually Kaname-san won't make it out.

Mikuni-san on the other hand believes that Kaname-san's death as a magical girl will lead to a disaster that could potentially mean the end of the world. I haven't spoken to Akemi-san about that, so I don't know whether she can confirm or deny that, but ultimately what's important is that Mikuni-san believes it. And, well, there's one simple thing she could do to prevent Kaname-san from contracting.

I believe you and the others have been misled about the relationship between witches and magical girls. Magical girls aren't created because witches are present; rather, witches are created because magical girls are present. The negative side of your power, so to speak.

With that information, it all becomes clear. Suppose it's true that witches appear when magical girls are present. Suppose further that Kaname-san is to become not just a powerful magical girl, but the most powerful magical girl in the world. If that's the case, then it stands to reason that, if she falls, she'll leave behind a witch nobody else is capable of defeating.
