Akemi-san is trying to keep her out of danger. This doesn't specifically mean she can't contract, but anybody who's spoken to Kaname-san even once can tell she wouldn't contract and then just stay out of the way. She'd inevitably go into danger, and Akemi-san's experience is that eventually Kaname-san won't make it out.
Mikuni-san on the other hand believes that Kaname-san's death as a magical girl will lead to a disaster that could potentially mean the end of the world. I haven't spoken to Akemi-san about that, so I don't know whether she can confirm or deny that, but ultimately what's important is that Mikuni-san believes it. And, well, there's one simple thing she could do to prevent Kaname-san from contracting.
